Lesley is a public sector executive with extensive experience leading city administration, public works, communications, organizational improvement, and strategic initiatives throughout California.

Her career has included executive leadership roles overseeing public infrastructure, utilities, legislative administration, sustainability, emergency management, communications, economic development, and citywide organizational initiatives. She is recognized for building collaborative teams, improving organizational performance, and helping agencies successfully navigate change.

Lesley also brings a forward-looking perspective through graduate work in artificial intelligence and organizational innovation, helping public agencies thoughtfully evaluate emerging technologies while keeping people, governance, and public trust at the center of every decision.

Chip is a seasoned local government executive with decades of experience serving California communities as a City Manager and trusted advisor to elected officials.

Throughout his career, he has led organizations through complex financial, operational, and governance challenges while building collaborative relationships with councils, staff, labor organizations, community stakeholders, and regional partners.

Known for his calm leadership, sound judgment, and commitment to public service, Chip provides executive coaching, governance support, strategic planning, organizational assessments, and interim executive leadership to agencies seeking experienced guidance during times of transition.
